This is how you add a background and border around the blog title:
1. Go to Design > Template Designer > Advanced > Add CSS
Add this:
.post-title {
font-size:110%;
font-weight:bold;
text-transform:uppercase;
text-align:center;
border: 2px solid #908C79;
background:#B6B5AF;
You can edit the code the change the colours and widths.
